The root element's declaration cannot be found — the document element has the wrong name or namespace, so it is not recognized as a UBL invoice at all.

normbill's serializer emits schema-valid XML by construction; this can only fire for XML submitted to /v1/invoices/validate.

How to fix it

Use <Invoice> with the default namespace "urn:oasis:names:specification:ubl:schema:xsd:Invoice-2" (or the CreditNote-2 equivalent) as the document element.
