BR-O-07

A document-level charge with VAT category "O" (not subject to VAT) must not carry a VAT rate (BT-103).

Reachability: Only reachable when validating your own XML — normbill-generated documents cannot trigger it

The serializer never writes a rate for category O, so generated documents always comply.

How to fix it

Remove the Percent element from the charge's TaxCategory in your XML.
