Belongs to the 'XRechnung CVD' sibling CIUS (Clean Vehicle Directive) — a separate CustomizationID normbill never generates; reachable only for CVD XML submitted to /v1/invoices/validate.

How to fix it

Add the tender/lot reference, or use the regular XRechnung CIUS.
