The list identifier of an item classification (BT-158 listID) is not a UNTDID 7143 code.

Reachability: Only reachable when validating your own XML — normbill-generated documents cannot trigger it

invoice.lines[i].classifications[j].scheme is free text (required when a classification is set); UNTDID 7143 membership is left to the KoSIT tier. Fatal in the primary CIUS scenario (only the Extension scenario downgrades it).

How to fix it

Use a UNTDID 7143 code as the listID on cbc:ItemClassificationCode.
